Emissions Testing

Don't you think it's kind of a pain to take our vehicles in for emissions testing?  And what exactly is the $14 charge on each vehicle used for?  I'm thankful that the two cars I took in today passed but I really do think this is a silly money maker for the state.  I take it that's the price we pay to keep on rolling down the highway!
